First of all, it is incorrect to say that the GPT "spoke first." The user created an account, initiated a session, had some number of conversations, then came back later and initiated another (or the same) session.
Under that circumstance, any software could "initiate" anything. When you come back to some shopping sites, they say, "Here's something that's on your wishlist!" That's not AI, and certainly not AGI.
This was not a behavior that demonstrates volition on the part of an LLM. It was added (by a prompt!) from the developers, on purpose.
